CSA's key figures in 2007

During its 76 plenary meetings, the CSA issued 7 opinions to the Government and 4 to the Conseil de la concurrence (competition council); it sent 4 deliberations and 7 recommendations to broadcasters, 6 of which prior to elections; it conducted 90 hearings.

Radio

The Conseil completed 4 calls for tenders in FM, made 275 new frequencies available, launched 7 other calls for tenders in mainland France and 2 in overseas départements and territoires, renewed the licenses of 287 stations, without calls for tenders, authorized 292 temporary radio stations; entered into 1 new convention (legal agreement) and received 33 déclarations (registrations) for radio services other than off-air services (hertziens); it launched 1 public consultation relating to changes in the audiovisual landscape of Antilles and Guyane. 

Television

The Conseil reshuffled 233 analogue frequencies to prepare for the complete roll-out of DTT broadcasting which led to the commissioning 37 new transmitters; it launched 3 public consultations, one to prepare the launch of a call for tenders for personal mobile television services, the other for calls for tender for local digital television channels, and the third one relating to the switch-off of analogue terrestrial broadcasting.

The Conseil allocated 4 channels to 7 local digital channels in the Paris region, authorized 18 analogue private local channels to also broadcast in digital mode, launched 1 call for tenders for high definition television services, 1 call for tenders for personal mobile television services and 11 calls for tenders for new digital local channels; issued 4 licenses to analogue local channels, initiated the procedure for the renewal of the licenses of 4 others, launched 1 call for tenders for one channel in Guyane and issued 5 licenses to temporary television channels; it entered into 16 new conventions (legal agreements) and received 6 déclarations (registrations) for television services other than off-air services (hertziens). 

The Conseil issued 110 mises en demeure (formal notices), initiated 20 penalty procedures and handed down 9 penalties following various violations by operators.

In addition, it welcomed 49 foreign delegations.

In 2007, the Conseil’s web site, www.csa.fr, was visited 3 800 000 times, averaging 10 400 visitors per day, namely a 23% increase compared to 2006. The monthly average number of messages sent to the Conseil through the web site was 714, compared to 470 in 2006, the increase being due to the number of questions relating to generalization of digital terrestrial television broadcasting.
