Following 580 working group sessions, and 50 plenary meetings of the Board, the Conseil issued 20 opinions for the attention of the Government, and 2 for the attention of Autorité de la concurrence (competition authority). 3 recommendations relating to pluralism during election periods were issued: one in preparation for an electoral poll in Alsace; one relating to the election of members of Assemblée de la Polynésie française;and, one in preparation for the municipal elections to take place in 2014.  The Conseil conducted 19 hearings, and welcomed 35 foreign delegations.

For their part, the Comités territoriaux de l’audiovisuel(CTAs) adopted 811 decisions of varying natures.

RADIO

As regards analogue radio in métropole (mainland France): the Conseil completed 14 partial invitations for applications, and awarded licenses to use 468 frequencies; 1 invitation for application was issued in relation to the assignment of 17 frequencies; 800 FM frequency licences were renewed or approved for renewal without invitation for applications.  In Outre-mer (French overseas départements and collectivités), 3 invitations for applications were issued, and 9 radio stations were licensed.

As regards digital radio, 20 June 2014 was set as programme start date for radio stations licensed in the areas of Paris, Marseilles, and Nice.

The Conseil entered into 1 new legal agreement (convention) and received 16 registrations for radio services other than off-air.

TELEVISION

The Conseil approved: Groupe Canal+'s taking control of 100% of Canal+ France's capital and voting rights; and, Discovery Communications' purchasing of a 20% interest in Eurosport.  It approved supplemental provisions to the legal agreements (conventions) of TF1, TMC, M6, W9 Canal+, and D8, dealing with the channels' new undertakings with respect to accessibility.

1 licence was issued for the operation of an on-demand audiovisual media service.

As regard local television in métropole (mainland France): the Conseil issued 4 new licences and 1 invitation for applications.  1 licence lapsed, and an additional 1one was annulled.  In Outre-mer (French overseas départements and collectivités): 1 invitation for application was issued, in Guadeloupe; and, 3 new licences were awarded 2 in Nouvelle-Calédonie, and 1 in Polynésie française.

16 new legal agreements (conventions) were entered into, and 7 registrations (déclarations)were received for services broadcast or distributed on networks not using frequencies assigned by the Conseil.

OFFICIAL NOTICES

Following various violations by operators, the Conseil served 74 official notices (mises en demeure).

INTERNET

www.csa.fr — the Conseil's WEBSITE — received 1,483,863 visits, i.e., an average of 4,064 visitors per day, who looked at 4,165,013 pages.

The RSS flows generated 4,620,668 requests, up from 3,174,433 in 2012, i.e., a 45% increase, thereby confirming their role as the primary means of access to information on the site.

The monthly average number of messages sent to the Conseil through the website was 555, up from 536 in 2012.

The CSA's TWITTER ACCOUNT now has 2,386 followers.
