3 January

Following consultation with the industry, issuance by the Conseil of several recommendations relating to the mention of social networks in programmes: in the interest of consumers, the aim of the recommendations is to take new practices into account, while ensuring programmes' compatibility with advertising regulation.

8 January

Adoption by the Conseil of a document entitled Contribution sur l’adaptation de la régulation audiovisuelle containing twenty proposals, as input for the Government's review of regulation applicable to broadcasting and electronic communications.

10 January

Publication of the first results of the survey (baromètre), initiated by the Conseil, in April 2012, on the perceived quality of programmes: the average grade given television programmes is 5.5 over 10; radio programmes get 7 over 10.

15 January

Adoption of: a deliberation relating to the broadcasting conditions of short clips of sports events, and other non-sports related major events of public interest; of a report on the future of the digital terrestrial television platform, also submitted to the Government; and of a status report, two years into implementation of regulation relating to audiovisual production development, following two décrets, dated 27 April and 2 July 2010, modifying channels' investment obligations in audiovisual production.
Selected operators in the areas of Marseilles, Nice, and Paris are awarded licences for digital terrestrial radio broadcasting by the Conseil.

24 January

The terms of office of, Michel Boyon, Chairman of the CSA since January 2007, and Board members Rachid Arhab and Alain Méar, having expired, three appointments are made by the President of the Republic: Olivier Schrameck, as Chairman of the Conseil, Mémona Hintermann-Afféjee (following her designation by the Speaker of the Sénat),and Sylvie Pierre-Brossolette (following her designation by the Speaker of the Assemblée nationale),as Board members.

29 January

First meeting of the Conseil's newly composed Board.  Appointment of the Chairs of the various working groups, taskforces, and committees.  Installation of two new working groups: Broadcasting and Education, chaired by Mémona Hintermann-Afféjee, and Women's Rights, chaired by Sylvie Pierre-Brossolette; and, of a new taskforce on community organisations, also chaired by Sylvie Pierre-Brossolette.

Adoption of: a recommendation relating to a poll to take place on 7 April 2013 regarding the creation of a single territorial collectivité in Alsace; and, of an opinion relating to a draft décret to modify France Télévisions' terms of reference (cahier des charges) with respect to investment in audiovisual production.

19 February

Release by the Conseil of a study about social TV entitled Première approche de la télévision sociale, reviewing the rapidly emerging set of technologies enabling interaction between, or, with, viewers. 

26 February

Upon proposal by Nicolas About, Chair of the Conseil'sEthics of Information and Audiovisual Programmes working group, opening of a consultation on war footage broadcasting with a view to issuing a recommendation; under the leadership of Françoise Laborde, Chair of the Youths and Protection of Minors working group, opening of a consultation on the issue of violence on TV, in particular during prime time.
Adoption of the schedule presented by Patrice Gélinet, Chair of the Analogue and Digital Radio working group, regarding the next invitations for applications for FM radio stations.  Operators are invited to forward to the Conseil technical submissions they deem useful in the search for new frequencies.
Release of the CSA's report on the audiovisual media campaign for the 2012 general election; and, adoption of a recommendation in relation to the election of members of Assemblée de la Polynésie française,due to take place on 21 April and 5 May 2013.

Opening of a public consultation to prepare invitations for applications for medium wave radio broadcasting in Aquitaine, Bretagne, and Île-de-France.

21 March

Release of the results of the 2012 survey (baromètre) of diversity on television.  Upper socio-professional categories are still predominantly represented, at 75% of people surveyed, while representing 21% of the overall population.

26 March

Second deployment phase of six new HD DTT channels—HD1, Chérie 25, L’Équipe 21, 6Ter, RMC Découverte, and Numéro 23—in régions Bretagne, Pays-de-la-Loire, Centre, and Poitou-Charentes.

3 April

Opening by the Conseil of a new consultation with channels regarding reality TV.  Deploring the death of contestant Gérald Babin during shooting of reality show Koh-Lanta, and the suicide of emergency physician Thierry Costa, the Conseil is working on a recommendation and a charter for good practices, respecting contestants, technical staff, and viewers, while also taking care not to interfere with investigations into these tragic events.

4 April

First meeting of Observatoire de la diversité in its reformed composition with eighteen members.

9 April

Opening of a new public consultation on the implementation of the décret of 12 November 2010, relating to on-demand audiovisual media services; the Conseil seeks the view of the industry on ways to streamline and adapt current regulation.

18 April

Olivier Schrameck and Emmanuel Gabla, Chair of the Economics of the Audiovisual Industry and European Affairs working group, meet with the European Commission to broach new issues for regulators raised by developments in the audiovisual industry: the rise of connected TVs, and new DTT standards.

18 and 19 April

28th tripartite meeting in Paris.  The British, German, and French share experiences with digital broadcasting, representation of diversity, and media literacy.

23 April

Several policy directions suggested by the National Public Television working group, chaired by Sylvie Pierre-Brossolette, are put forward by the Conseil with respect to France Televisions,to prepare for expected developments, and, in particular, for the negotiation of supplemental provisions to its contrat d’objectifs et de moyens (COM).

25 April

First enlarged meeting of the Women's Rights working group,chaired by Sylvie Pierre-Brossolette, with the executives of TV channels.

8-10 May

Françoise Laborde attends the 37th meeting of the European Platform of Regulatory Authorities (EPRA) in Kraków, Poland. The protection of minors and the role of public media are amongst the issues on the agenda.

14 May

Issuance by the Conseil to the Government of very favourable opinions on two bills relating to public broadcasting independence—one is a loi organique, the other, a loi ordinaire.  The Conseil stresses, in particular, that appointment by the Conseil of the Chairs of public audiovisual communication companies enhances their independence.

15 May

Second enlarged meeting of the Women's Rights working group with the executives of radio stations.

23 May

The Conseil welcomed television stations' involvement on the occasion of 24 and 25 May, European Obesity Days.

25 May

The Conseil's 2012 report is delivered by Olivier Schrameck to the President of the Republic, the Prime Minister, and the Speakers of both houses of Parliament.  The primary reasons for the CSA's Board's request for enhanced power for the regulator are listed in the CSA's Chairman's foreword, together with a set of proposals for legal and regulatory amendments.

29 May

Initiation by the Conseil of exploratory work on cinema advertising on television,and opening of a consultation on the implementation of the deliberation of 15 January 2013, relating to the broadcasting of short clips of sports events.  The deliberation will undergo further review upon completion of the consultation.

At Assises de l’audiovisuel, organised in Paris by the Ministry for Culture and Communication, Olivier Schrameck stresses the need for adapting audiovisual communication regulation to digital media usage.

10 June

Olivier Schrameck, Chairman of the Conseil and Mémona Hintermann-Afféjee visit lycée Diderot in Paris (19th arrondissement) with Vincent Peillon, Minister for Education, and Fleur Pellerin, Deputy Minister for Small and Medium Sized Enterprises, Innovation, and the Digital Economy, as part of the 'Faire entrer l’école dans l’ère du numérique' project.

11 June

Third deployment phase of the six new HD DTT channels in départements Mayenne and Eure-et-Loir, and in the western part of Île-de-France.
Meeting of the expert committee on the protection of young audiences welcoming three new members: Ms. Françoise Davideau, lawyer; Mr. Olivier Houdé, professor of psychology; and, Mr Frédéric Munos, conseiller principal d’éducation.

21 June

Publication of Panorama de l’offre musicale sur les chaînes nationales de la télévision gratuite (overview of music on national free-to-air television), with an introduction by Francine Mariani-Ducray, Chair of the Music working group. Several proposals are put forward by the Conseil, to foster greater exposure of music on television, in particular at times when audiences are high.

Opening by Olivier Schrameck of En avant toutes, a symposium on women's rights, held at France Télévisions.

11 July

Signature, at the Conseil's initiative, of a charter of ethical commitments to govern on-show mention of gambling and betting, in particular, in sports shows; the charter is signed by, executives of the main TV channels and radio stations, and advertisers' and sports betting professional organisations.

14 July

Welcoming the suggestion of Mémona Hintermann-Afféjee, Chair of the Diversity working group, the main television channels broadcast messages enhancing French society's diversity, on the occasion of the 14th of July.

16 July

Publication of a study on day and access prime time broadcasting of fiction, highlighting a significant number of hours, and the rise of increasingly shorter formats.

26 July

Publication of a study on fiction audience in Europe's main countries and in the United States, in 2012.

Launch on the Conseil's website of 'Ma radio FM', an application providing information on stations received in each town.

10 September

Presentation by Olivier Schrameck and Nicolas About, Chair of the Accessibility for Persons with Disabilities working group, to the Conseil national consultatif des personnes handicapées (national consultative council for disabled persons) of the CSA's 2012 report on TV programmes' accessibility.
The Sénat's committee for culture, education and communication hears Olivier Schrameck,in relation to the bill on public broadcasting independence.

11 September

Release by the Conseil of its opinion on France Télévisions' draft contrat d’objectifs et de moyens (COM) for the 2013–2015 period.  14 proposals are made by the Conseil.

20 September

At Olivier Schrameck's initiative, meeting at the CSA of regulators of European Union Member States to prepare a regulators' conference.  The Chairs of the authorities of Germany, Italy, the Netherlands, Poland, the United Kingdom, and Sweden, were invited to a first session.

24 September

Fourth deployment phase of the six new HD DTT channels in région PACA, in Corsica, and in parts of départements Ardèche, Drôme, Gard, and Lozère.  The channels can now be accessed by more than half of métropolitains (mainland France) households watching TV through a roof aerial.

7 November

Launch by Olivier Schrameck and Mémona Hintermann-Afféjee, Chair of the Broadcastingand Education working group, of the 'Education and Media' section of the Conseil's website.

15 November

Enactment of the two laws relating to public broadcasting independence(loi organique and loi ordinaire).

17 November

Start of the protection of young audiences TV campaign.  The Conseil's key messages regarding the harmfulness of television for very young children are broadcast by channels, in their chosen content, from 17 to 19 November.  Two films produced by the CSA are programmed by channels, from 20 November until end of 2013.  Viewers are invited to go to jeune.public@csa.fr to continue the conversation with the Conseil.

20 November

Adoption of a recommendation relating to the municipal elections of 23 and 30 March 2014, applicable as from 10 February 2014.

21 November

Signature, at the CSA, of the new charter to promote a healthy diet and physical activity, by Aurélie Filippetti, Minister for Culture and Communication, Stéphane Le Foll, Minister for Agriculture, Food Industry and Forests, Victorin Lurel, Minister for Overseas départements and collectivités, Valérie Fourneyron, Minister for Sports, Youth, Non-Traditional Education and Community Organisations, Olivier Schrameck, Chairman of the Conseil, Christine Kelly, Chair of the Health and Sustainable Development working group, and numerous television and health professionals.

22 November

Publication of two new studies on women's presence in audiovisual media: one dealing with fiction characters; the other with the broadcasting on TV of films directed by women.

25 November

Les Assises de la radio are held at the Quai Branly museum; the event is jointly organised by the Ministry for Culture and Communication and the CSA.  Three round tables enable industry professionals to express their views on contents, economics, regulation, and technological developments.

Following the consultation opened in February, adoption by the Conseil of a recommendation relating to the treatment by audiovisual communication services of international conflicts, civil wars, and terrorist attacks.

5 December

The Chairs and Staff of the comités territoriaux de l’audiovisuel (CTAs)—the CSA's regional and overseas arms—meet at the CSA.

6 December

Publication of the Conseil's response to the European Commission'sGreen Paper Preparing for a Fully Converged Audiovisual World: Growth, Creation and Value.

9 December

Quel avenir pour la langue française dans les médias audiovisuels ? (What future for French language in audiovisual media?), a symposium organised by the CSA, is held at the Collège de France, and attended by Abdou Diouf, Secretary-General of International Organisation of La Francophonie, Yamina Benguigui, Deputy Minister in charge of Francophonie, Hélène Carrère d’Encausse, permanent secretary of Académie française, and Laurence Franceschini, Director General of Media and Culture Industries at Ministry for Culture and Communication.  Three round tables addressing francophonie, the use of French on the airwaves, and foreseeable developments are moderated by Patrice Gélinet, Chair of the Conseil's French Languageand Francophonie taskforce.

10 December

Launch by Christine Kelly, Chair of the Health and Sustainable Development working group, of a call for programmes promoting a healthy lifestyle, and announcement of 24 heures du sport féminin,an event to take place on Saturday 1 February 2014.

11 December

20 June 2014 is set by the Conseil as the launch date for radio stations awarded a license for digital terrestrial broadcasting in Marseilles, Nice, and Paris.
In compliance with the anti-trust provisions set forth in the law of 30 September 1986, the Conseil issues a deliberation relating to the rules to determine population numbers reached by individual FM radio stations.
The Conseil adopts the appointment procedure for the Chair of Radio France, to take place at the latest on 7 March 2014.

17 December

Presentation of the first results of the survey (baromètre) of households' audiovisual equipment, steered by General-Directorate for Competition, Industry and Services at the Ministry for the Industry, General-Directorate for Media and Culture Industries at the Ministry for Culture and Communication, Agence nationale des fréquences,and the CSA.  The Observatoire de l'équipement audiovisuel des foyers (body monitoring households' audiovisual equipment),chaired by Emmanuel Gabla, reports the growing use of: tablets and smartphones for TV and radio programme reception; of ADSL for TV reception; and, a rise in HD adapting equipment.  As regards radio, households average almost ten receivers.

18 December

Issuance by the Conseil of its report on performance by France Télévisions under its contrat d’objectifs et de moyens(COM) in 2012.  The Conseil's remit has been extended, under the law of 15 November 2013, to include this new responsibility.

20 December

Following several weeks of negotiations with Orange and representative organisations of the cinema industry, the Conseil renews its legal agreements (conventions) with Orange's four Orange Cinéma Séries channels.  Orange undertakes to invest 179 million Euros in cinema over the next five years—a 19% increase compared to the previous period.

23 December

Release by the Conseil of its report on the implementation of the décret of 12 November 2010, relating to on-demand audiovisual media services, drafted under the leadership of Francine Mariani-Ducray, Chair of the Audiovisual Production working group.
