Conseillers' Fields of Specialization

The Conseil supérieur de l’audiovisuel is an independent authority instituted under the law of 17 January 1989 to guarantee in France the exercise of freedom in audiovisual communications under the terms of the law of 30 September 1986. The Conseil consists of a nine-member Board (collège). Board members are appointed for six-year terms under presidential décrets. Three of the members, including the chairman, are designated by the president of the French Republic, while the speakers (présidents) of the Sénat and of the Assemblée nationale are in charge of appointing three members each.

A third of the CSA is renewed every two years. The office of Conseil board member may not be held at the same time as any other elected or, public servant office, or any other professional activity.

Michel Boyon has been the chairman of the CSA since 24 January 2007.

In order to prepare the Board’s work, each conseiller is in charge, either as chair or as deputy-chair, of working groups and task forces (missions) covering the CSA’s main areas of work. Their task is to: review, in liaison with the relevant departments of the CSA, the issues falling within their remit; be the rapporteur at the Board’s plenary meetings; and be the primary contact for external relations..

The work is divided between eighteen working groups, five task forces, and one committee made up of all Board members dealing with the future of broadcasting.
