CSA's key figures in 2005

The CSA held 71 plenary sessions at which it issued 10 opinions to the Government, 3 to the Conseil de la concurrence (competition authority) and 1 to the Autorité de régulation des communications électroniques et des postes (electronic communications and mail services regulatory authority) ; it issued 8 recommendations to the broadcasters, 3 of which on the occasion of 2 elections which it monitored and for which it organized 2 series of official party political campaign broadcasts on radio and television ; it renewed or initiated the procedure for the renewal without calls for tenders of 437 FM radio stations in metropolitan France, launched 4 public consultations, issued 39 new licenses and licensed 327 temporary radio stations ; it allocated 22 new analog TV frequencies and replanned many others, for the most part with a view to the roll out of DTT ; it issued 5 licenses to local channels, initiated the negotiations in order to enter into a legal agreement with 3 others, initiated 1 procedure for renewal of a license without a call for tenders, renewed 3 licenses, launched 4 calls for tenders, issued 11 licenses to temporary television channels and launched 1 public consultation regarding the creation of digital local TV channels in Île-de-France ; it entered into 25 new legal agreements with television or radio services for their distribution over cable or satellite and into 7 legal agreements with local non hertzian services ; it issued 95 official notices, initiated 13 penalty procedures and handed down 7 penalties following various breaches by operators ; it conducted 32 hearings in plenary sessions and welcomed 45 foreign delegations.

In addition, in 2005, the Conseil’s website, www.csa.fr, was visited by 2,300,000 visitors or an average daily number of visitors of 6,294, namely a 156 per cent increase compared to 2004. The number of messages sent to the Conseil through its website averaged 770 per month from 473 in 2004.
